| 针对精准扶贫背景下各种扶贫政策的执行情况，从贫困户主观满意度视角对惠农政策的成效
进行评价。根据2017 年广东省调研的统计数据，抽取政府重视程度高、落实程度好以及投入资源量较多的
惠农政策，采用熵权法和AHP 分别进行客观和主观的赋权，得到12 项惠农政策的综合权重，并建立模糊综
合评价模型。通过对广东省各县市惠农政策满意度的综合分析，找出目前精准扶贫实施过程中落实较为薄
弱的政策环节，以及珠三角、东西翼和北部山区农民满意和需求的政策，并为后续的扶贫工作提出具有建
设性的意见，使扶贫工作能够更有效地展开。 |

| The effectiveness of various poverty alleviation policies providing benefits to farmers was evaluated
using entropy method and the AHP from the perspective of farmers' satisfaction. Comprehensive weights of 12 policies
have been obtained using the statistical data from the Guangdong Province in 2017. Fuzzy comprehensive evaluation
model was used to rank the relative importance of these policies through analytic hierarchy process. Based on
comprehensive analysis of policy satisfaction，we will identify weak links in policy implementation and policies with
the benefits to farmers in the east and west wings of the Pearl River Delta and northern mountainous regions. We also
put forward constructive suggestions for the administration to formulate policies for more effective poverty alleviation. |
