| 从烟农利益、商业收购和工业使用角度出发，分析了散烟交接与把烟交接比较优势。结果表明，散烟收购及工商交接工作对于提升烟叶收购工作管理水平，提高工作效率，有效控制非烟物质混入，提升烟叶等级纯度，满足卷烟工业配方需求具有重要意义。同时还分析了散烟收购与交接过程中存在的问题，并提出了相关对策建议。 |

| Based on the farmers’profit, business acquisition, and industrial use the paper analyzed the conparative advantage of
loose-leaf purchasing and handed tobacco purchasing. The results showed that loose-leaf purchasing and Industry Commerce Handover could improve the management level of leaf tobacco purchasing, and also could improve the efficiency, control the mixture of non-tobacco substance, improve the tobacco grade purity. The paper also analyzed the problem in loose-leaf purchasing and Industry Commerce Handover, and put forward some countermeasures and suggestion. |
