| 近年来，关于生猪补贴政策作用效果的争议不断。以广东为例，从不同角度分析了生猪补贴政策的实施效果。结果显示，生猪补贴政策对生猪生产具有促进作用，但滞后效应明显而且作用效果呈现边际下降的趋势。生猪补贴政策对促进规模化养殖的作用明显。对于绝大多数养殖户特别是散养户而言，生猪补贴政策对其收入产生了不利影响。短期内，生猪补贴政策具有抑制生猪价格上涨的作用。建议通过加大补贴力度尧改进补贴方式、明确各级政府的职责、制定相关法律法规、完善补贴政策管理、落实工作经费等措施提高生猪补贴政策的实施效果。 |

| In recent years controversy about the effect of pig subsidy policy is ceaseless. Taking Guangdong province as the case, this paper analyzes the effect of pig subsidy policy from various angles. The results show that subsidy can promote pig production, but lag effect is very evident and marginal effect is downward. Subsidy can significantly increase the scale of pig-breeding. For most pig farmers especially scatter-feed, subsidy has negative effect on their revenues. In the short term, subsidy can suppress the rising pig price. In order to improve the effect of subsidy policy, we suggest to increase subsidies, improve the subsidy way, clear responsibilities at all levels of government, formulate relative laws and regulations, improve management, support operating expenses. |
