| 退耕还林工程是中国政府为了从根本上遏制我国日益严重的水土流失和土地沙漠化问题，改善逐渐恶化的生态环境而实施的一项重大林业生态工程。工程实施以来，国家及各级地方政府都投入了大量的资金、人力和物力。如何科学、合理地评价退耕还林工程综合效益，己成为政府部门、学术界和社会普遍关注的问题。本文在总结已有退耕还林工程效益评价研究成果的基础上，构建了退耕还林工程综合效益评价指标体系；针对目前退耕还林工程效益单一评价方法的不足，本文将当前热点的组合评价方法引入到退耕还林工程综合效益评价中，建立了退耕还林工程综合效益组合评价模型。并利用组合评价法，对中国南方10个典型县退耕还林工程综合效益进行了实证分析。 |

| In order to curb the problem of increasingly serious soil erosion and land desertification, to improve the worsening ecological environment, Chinese government implemented the Conversion of Cropland to Forest
Program.State and local governments have invested a lot of money, manpower and material resources since the implementation of the program. How to scientifically and reasonably evaluate the comprehensive benefit of the Conversion of Cropland to Forest Program has become a common concern of the government, academia and society.Based on current benefit evaluation research results, the comprehensive benefit evaluation index system of the Conversion of Cropland to Forest Program is established. In view of current shortage of single evaluation method, the combination evaluation method is introduced into the evaluation and the combination evaluation model is established.The comprehensive benefit of 10 typical counties in Southern China is evaluated according to the combination evaluation method. |
