| 我国社会正处在由城乡二元分立结构向城乡统筹结构转型的历史时期，在这一时期进行农村基层社会管理创新已经不能再固守原有的行政村建制，而应以农村社区建设为突破口和发力点。从农村社区建设的路径来推动农村基层社会管理创新，应该拓展改革深度，理顺社会管理体制关系；加政府投入，提升农村社区公共服务；丰富文化生活，塑造农民社区居民意识；健全社区组织，提升社区居民自治水平。 |

| Our society is in the transformation from binary structure of urban and rural areas to urban -rural coordination at the present stage. The innovation of rural grassroots social management should go in the quest of constructing rural community instead of sticking to the traditional administrative village system. In the approach of constructing rural community to push forward the innovation of rural grassroots social management, it would best to expand the depth of reform and straighten out the relationship of the system of social management; to increase government investment and improve the public service in rural community; to enrich the cultural life and help the peasants to shape the citizen consciousness; to regular the community organizations and develop the autonomy level of community citizens. |
