| 目标价格制度对我国的农产品价格形成机制和农业补贴政策而言是一个全新的开始，同时也是一个巨大的挑战。在介绍粮食目标价格制出台背景和论述其现实意义的基础上，指出实行粮食目标价格制面临目标价格确定难、有效补贴方式确定难、具体补贴金额核定难和农民生产决策难四大问题。针对目标价格制度实施难点，提出以成本收入相结合原则确定合理目标价格、借鉴国外经验创新补贴方式、实现农业生产经营规模化、健全完善粮食期
货市场和建立消费者补贴机制等应对措施和建议。 |

| The system of grain target price is a new beginning for China's agricultural products price formation mechanism and the agricultural subsidy policy, but at the same time it is also a huge challenge. On the base of introducing the background of system of grain target price and discussing its practical significance, the paper points out that the implementation of the target price system faces with four problems: the difficulty of determining the reasonable target price, the difficulty of determining the effective subsidy method, the difficulty of determining the specific subsidies and the difficulty of farmers' production decision. Aiming at the difficulties in implementing the system of grain target price, this paper proposes several measures and suggestions including determining a reasonable target price according to the principle of combining cost with income, innovating subsidy method by learning from foreign experience, implementing agricultural production and operation scale, improving the grain futures market and establishing the mechanism of consumer subsidies to cope with it. |
