| 消除贫困、 改善民生、 实现共同富裕是中国特色社会主义的本质要求， 是全面建成小康社会、 基
本实现现代化的重要前提。 为了更好地支撑扶贫开发规划的制定， 发挥贫困地区农业自然资源的优势， 以农业
产业带动欠发达地区经济实体成型， 以农业基础设施强化新农村建设， 以农业观光资源带动精品旅游业发展，
以农业资源在扶贫开发中的运用实例为研究对象， 以贫困地区的农业资源现状为切入点， 通过实证分析， 发现
扶贫规划中存在现存产业集成能力弱、 帮扶主体的年龄结构悬殊、 扶贫规划带动作用不强等问题， 最后针对性
地提出了建议： 开展农业资源调研， 推动土地承包经营权确权， 强化基础设施建设， 开展农业资源规划等。 |
