| 生态补偿是实现社会公平公正、促进区域协调发展、人与生态环境和谐相处的重要手段。为有效解决渭河流域水资源保护与区域经济协调发展的问题，从全流域的角度出发，将整个渭河流域特别是横跨陕甘宁3省的渭河流域环境作为一个整体，构建一个综合、全面、系统的流域生态补偿法律规范，通过建立流域内各行政区域利益的共赢和共享补偿机制，促进流域内政府、企业、公民互动协作治理，实现全流域社会、经济与环境的可持续发展。 |

| Ecological compensation is an important mean to achieve social fairness and justice, to promote the coordinated
development of all regions, and ecological environment in harmony. In order to effectively solve the problem of Wei river basin resources protection and regional economic coordinated development, from the perspective of the whole basin, especially regard the several three provinces of Wei river basins as a whole, the author tried to build an integrated and comprehensive system of river basin ecological compensation legal norms, which tried to establish shared-interest compensation system, promote the government, enterprises and citizens interactive collaborative governance, achieve basin-wide social, economic and environmental sustainable development. |
