| 小型渔业是渔业的重要组成部分，也为国家的经济、就业、粮食安全等做出了巨大贡献。但是，渔业欠缺组织化、规模化严重影响产业管理和升级。相对于现有的中央集权管理模式，基于渔民组织的共同管理不仅可以解决小型渔业面临的这些问题，还可以实现民主管理、促进遵守、减少管理成本。通过对共同管理机制理论和其在相关国家的实践分析，并结合我国小型渔业现状，指出推进小型渔业组织成立和发展需要：给渔业组织实质性的权力并与之合作管理，而且要赋予捕捞权，加快完善相应的法律法规并增加资金投入等。 |

| This paper established an index system for evaluating farmers welfare changes in rural -urban land
conversion based on Sens capability approach theory, and used fuzzy comprehensive evaluation method to measure the
changes under different economic levels. The results showed that, (1) the farmers welfare level decreased after rural-urban
land conversion, the value of fuzzy evaluation declined from 0.5 to 0.376; (2) the accommodation and living conditions
improved, while the family economic condition, social security, environment, emotion, participation in decision-making and
rationality of compensation deteriorated in different degrees, especially the family economic conditions, participation in
decision -making and rationality of compensation. 3the farmers爷welfare was lower in Jiangxia district with higher
economic development level than that in less developed area such as Xian an district. |
