| 结合理论与实际构建出“外部环境的不确定性”和“内部组织的调适”的农民资金互助组织风
险理论模型，并在此基础上设计了适用于农民资金互助组织的风险识别体系。通过问卷调查及因子分析的方
法，对江苏省盐城市36 家农民资金互助组织的风险进行了识别。结果显示，农民资金互助组织的风险类型，
按重要性排序依次为：决策监督风险、管理者风险、竞争风险、激励风险、外部监管风险、财务风险、规模风
险、宏观经济和政策风险。完善内部治理机制、创造良好的外部竞争环境、设置有效的外部监管对控制上述风
险具有积极作用。 |

| By combining the current achievements in research and the development practice of rural mutual
fund organizations，the paper built a risk model on uncertainty of the external environment and adjustment of internal
organization. Based on this model，the paper built the risk identification system of rural mutual fund organizations.
With 36 rural mutual fund organizations in Yancheng，Jiangsu，the paper used questionnaires and the method of factor
analysis to identify the key risk types and followed in the order of importance：decision supervise risk，managers risk，
competition risk，incentive risk，external regulatory risk，financial risk，size risk，policy and economic risks. Building
sound internal governance mechanism to restrict the internal control，regulating the rural financial market environment
and improving the regulatory policy may help reduce the key risks. |
