| 科技特派员制度源于基层农村工作机制创新，是科技创新驱动乡村振兴发展的重要实践。20多年来，在党和国家的大力推动下，科技特派员制度逐渐发展成为我国实现脱贫攻坚、促进乡村振兴发展的有力支撑。广东省农业科学院作为广东农业科技创新和服务“三农”的主力军，坚持以农业农村需求为导向，着重在组织领导、完善机制、精准选派、精准对接、项目推动、媒体宣传等方面做好农村科技特派员工作，为脱贫攻坚和乡村振兴中提供了强有力的科技支撑作用。然而，农村科技特派员工作仍面临服务乡村产业的工作能力不足，缺乏稳定的经费支持和长效机制以及农村创新创业基础比较薄弱等突出问题。针对上述问题，提出进一步巩固推广“院地合作”模式，加强运行科技特派员制度的财政支持力度，加强服务“三农”技能培训、提升农村科技特派员自身素质，加强农业农村适用技术集成创新等对策建议，为深入推进科技特派员工作提供有关经验参考。 |

| The system of science and technology commissioners originates from the innovation of rural work mechanism
at the grass-roots level and is an important practice of driving rural revitalization and development through scientific and
technological innovation. Over the past 20 years, under the strong impetus of the Party and the state, science and technology
commissioner system has gradually developed into a powerful support for China to achieve poverty alleviation and promote rural
development. As the main force of Guangdong agricultural science and technology innovation and to the service of“agriculture,
rural areas and farmers”, Guangdong Academy of Agricultural Sciences adheres to the agricultural and rural demands as
orientation, and focuses on the organization and leadership, mechanism improvement, accurate personnel selection, precise
docking, project promotion, media publicity and other aspects to do well in the work of rural science and technology special commissioners, providing strong scientific and technological support for poverty alleviation and rural revitalization. However, the
work of rural science and technology commissioner is still facing some prominent problems, such as the lack of working ability
to serve the rural industry, the lack of stable financial support and long-term mechanism, and the weak foundation of rural
innovation and entrepreneurship. In view of the above problems, this paper puts forward some countermeasures and suggestions,
such as further consolidating and promoting the“academy-locality cooperation”mode, strengthening the financial support
for the operation of the science and technology commissioner system, strengthening the skills training of serving“agriculture,
rural areas and farmers”, improving the quality of rural science and technology special commissioners, and strengthening
the integrated innovation of technologies applicable for agriculture and rural areas, so as to provide relevant experience and
reference for further promoting the work of science and technology commissioners. |
