| 在传统种养规模化发展的基础之上建立的现代农业产业园是推进我国农业现代化建设、促进乡村振兴战略和农业供给侧结构改革的新载体，是"三农"工作的重要抓手之一。现代农业产业园的建设涉及内容较多，资金需求大、周期长。自国家提出建设现代农业产业园以来，各级政府极为重视，组织财政资金投入，撬动社会资本，开展各级产业园建设。广东省率先利用财政资金投入，实施省级现代农业产业园建设，以高标准产业园建设为总体目标，结合地方自然禀赋和市场需求，科学设计，系统规划出省级、市级、县级和镇级等各类产业园，初步形成了梯次发展布局，并将产业园作为实施乡村振兴战略的主要内容之一。通过多轮的产业园建设，广东省在产业园在立项评审、资金管理、监督验收等方面的规章制度也不断进行完善，为财政资金的高效使用提供制度保障。通过财政投入建设广东现代农业产业园，增强农业产业吸引力，撬动社会资本，也为农业现代化注入了不竭动力。财政资金的专项投入在产业园建设中发挥出巨大的支撑作用，有效保障了产业园项目的顺利实施，并积累了财政资金的使用经验。其中，财政资金的合理、有效使用是产业园建设中的核心，广东省对资金的使用制定了严格的管理办法，明确规定了资金的使用范畴和使用方案，有效提高了财政资金的使用安全和效率，确保了财政资金在产业园建设中的支撑作用。本文结合广东省农业产业和产业园建设现状，分析了财政支持产业园建设过程中取得的效果与存在的问题，并提出相应的对策建议，以期为广东省现代农业产业园的高水平建设提供参考。 |

| Modern agricultural industrial parks are based on the large-scale development of traditional agriculture,which are a new carrier as agricultural modernization promotion, rural revitalization and supply-side structural reform, also are vital to the "three rural" work. The construction of modern agricultural industrial park involves a lot of contents and requires a large amount of funds. Since the country proposed the construction of modern agricultural industrial parks, governments at all levels have attached great importance to the construction of industrial parks at all levels. Guangdong Province was the first to carry on construction of provincial-level modern agricultural industrial parks. As the main project for the implementation of the Rural Revitalization Strategy, Guangdong Province has built and innovated the system of project approval review, fund management, supervision and acceptance in the industrial parks. Among them, the special investment of financial funds has played a huge supporting role in the construction of the industrial park, effectively ensuring the smooth implementation of the industrial park project. Through financial investment, Guangdong Province has built modern agricultural industrial parks, levered social capital, enhanced the attraction of agricultural industry, and injected inexhaustible impetus into agricultural modernization. The special investment of financial funds played a huge supporting role in the construction of industrial parks, effectively ensuring the smooth implementation of industrial park projects and accumulated experience in the use of financial funds.The rational and effective use of financial funds is also the core of industrial park construction. Based on the current situation of agricultural industry and industrial park construction in Guangdong Province, this paper analyzes the problems existing in the process of financial support for industrial park construction, and puts forward corresponding countermeasures and suggestions, in order to provide reference for the high-level construction of modern agricultural industrial park in Guangdong Province. |
