| 利用湖南省典型县区农户对农村水利设施需求的调查数据，采用基于熵权法的灰色关联分析方法，就
农户对农村水利设施的需求状况进行优先排序。结果表明院农户对农村水利设施的需求优先序依次为准公益性农村
水利设施、经营性农村水利设施、纯公益性农村水利设施，并且农户对3 类水利设施的偏好组间存在显著性差异。因
此，为优化农村水利设施的供给结构，在供给能力总体不足的情况下，政府应优先发展准公益性农村水利设施，在实
现农户对该类水利设施一定满意程度的基础上，统筹兼顾，注重协调发展。 |
| 英文摘要: |
| By using the survey data about demand for rural water conservancy facilities of Hunan province爷s farmers and
grey correlation analysis method, the demand priority of farmers to the rural water conservancy facilities was studied. Results
showed that in Hunan province the demand priority o of farmers to the rural water conservancy facilities are the quasi-public
rural water conservancy facilities, the profit -making rural water conservancy facilities and the pure public rural water
conservancy facilities. There were very significant differences among the three kinds of water conservancy facilities.
Therefore, in order to optimize the structure of rural water conservancy facilities supply, improve the utilization efficiency of
agricultural credit funds, the government should give priority to the development of the quasi-public rural water conservancy
facilities to meet the most urgent needs of farmers. In realization of this type of water conservancy facilities to a certain
satisfaction, the government should give overall consideration and pay attention to the coordinated development. |
