| 广州蔬菜种植业以露天生产为主,极易遭受各种气象灾害影响,探究分散气象灾害对蔬菜种植业风险的方法具有很强的现实意义。2019年广州开展以蔬菜规模化种植经营主体为试点对象、蔬菜为试点标的,以气象指数为理赔依据的蔬菜气象指数保险工作。2019年5-11月试点工作期间,保险公司共承保风险保额约786.5万元,赔付金额达136.2万元,对提高广州市蔬菜种植业抗风险能力,促进广州市蔬菜种植业可持续发展具有积极作用。本文基于广州蔬菜气象指数保险产品的设计与实践应用情况分析,建议政府部门加大气象监测密度、加强气象观测数据处理、积极研发气象指数保险产品、加强保险产品研发合作、加强农村防灾减灾能力建设、加大气象指数保险的宣传力度,并及时总结试点工作经验,以期提供更多的分散农业生产经营风险手段,建立完善以政策性农业保险为基础的农业保险保障体系,构筑多层次的农业保险风险分散机制,助力构建具有岭南特色的现代产业体系,推进现代农业发展、促进乡村产业振兴。 |

| The vegetable planting industry in Guangzhou is mainly open-air production, which is easily affected by various meteorological disasters. It is of great practical significance to explore the method of dispersing meteorological disasters to the risk of vegetable planting industry. In 2019, Guangzhou carried out the vegetable meteorological index insurance work based on the meteorological index, which took the vegetable large-scale planting and management main body as the pilot object and the vegetable as the pilot target, and took the meteorological index as the basis for the settlement of claims. During the pilot work in May-November 2019, the insurance company covered a total of 7.865 million yuan in risk insurance and 1.362 million yuan in compensation, which has a positive effect on improving the ability of Guangzhou vegetable planting industry to resist risks and promoting the sustainable development of Guangzhou vegetable planting industry. Based on the analysis of the design and practical application of Guangzhou vegetable meteorological index insurance products, it is suggested that government departments should increase the density of meteorological monitoring, strengthen the processing of meteorological observation data, actively develop meteorological index insurance products, strengthen the cooperation of research and development of insurance products, strengthen the capacity building of disaster prevention and mitigation in rural areas, increase the publicity of meteorological index insurance, and sum up the experience of pilot work in time, with a view to providing more means to disperse the risk of agricultural production and operation, establish and perfect the agricultural insurance guarantee system based on policy agricultural insurance, construct the multi-level agricultural insurance risk dispersion mechanism, and help to construct the modern industrial system with Lingnan characteristics, Promote the development of modern agriculture and promote the revitalization of rural industries. |
