High pathogenic avian influenza (HPAI) broke out in many areas of our country in 2004. The government gave orders that all the poultry be killed and dealt harmlessly in the epidemic areas to ensure the safety of aquaculture production and public stability. These measures prevented the further spread of the epidemic effectively, but also caused serious economic losses to the poultry owners. The government paid a certain compensation for culled poultry, but the current compensation standard had some irrational factors which didn't consider the actual economic loss of poultry owners. Based on the analysis of defects in the current standard of compensation and referred to the culling compensation measures of developed country, a discussion was given to the economic loss composition of poultry owners brought by avian influenza and its calculation methods, which expected to supply reference for government to establish related policy. |
