"Good governance of rural informatization": The target selection and path analysis of rural governance--Taking the practice of rural informatization in Guangdong as example |

Abstract: |
The introduction of information technology in rural governance and the promotion of informatization in rural area, are effective ways to change the paradigm of rural management, to improve the level of rural grassroots administration,and to achieve "rural good governance". Village governance with information technology promotes the diversification of grassroots governance body, enhances the development of multi-center and networking governance powers, and shifts the grassroots concept to service-oriented. Analyzing the promotion of informatization in rural areas in Guangdong Province, we discover embedding predicament in the combination of information technology and traditional village governance like formalization, poor service performance, inadequate allocation of construction resource, and low quality of the governance body. To solve this predicament and achieve "good governance of rural informatization", we should construct the path according to the following five dimensions, transforming the concept of governance, being guided by the needs of governance body, introducing the social capital to consolidate the material basis, and enhancing the information quality of farmers. |
