| Abstract: |
| Sanshui district in Foshan city firstly launched“Zheng Yin Bao”agricultural loan pattern, it has promoted the healthy and orderly development of rural finance and effectively supported “three rural”development, and it has a strong universality. This article pointed out that the key factor to “Zheng Yin Bao”pattern was that the multiple participants of rural finance negotiated to form an acceptable action in different aims, creating a dynamic incentive and limited system arrangement. The system innovation has broken the government's mandatory system supply under the interests of the individual subject, it becomes the three major stakeholders game products. Financial leverage has moved agricultural insurance and credit guarantee synchronous propulsion, inspiring commercial insurance institutions and cooperative banks to be willing to and continue to serve “three agriculture”and it has synchronously assembled cooperative banks, government guarantee agricultural loans and agricultural insurance to share the risk of agricultural loan,attaching mutually acceptance and credible commitment under the limit of different interest. |
