Abstract: |
Scientific and technological innovation is the first driving force leading the development of society. The
protection of agricultural intellectual property rights is increasingly being valued by scientific researchers. Scientific and
technological achievements and intellectual property management play an important role in the scientific and technological
innovation of agricultural scientific research institutions and the acquisition of intellectual property rights. Taking the
Guangdong Academy of Agricultural Sciences(GAAS)as an example, the research analyzes the basic situation of
scientific and technological achievements and intellectual property rights of GAAS through the combination of quantitative
and qualitative methods, and concludes that the scientific and technological innovation capability of GAAS have been
continuously improved in the past 30 years, and a series of new varieties have been approved(registration, identification or
confirmation). The quality and quantity of scientific research outputs such as new plant variety rights, patents and technical
standards have been increased. It is explained that GAAS has continuously strengthened the management of scientific and
technological achievements and intellectual property rights in terms of the construction of the scientific and technological achievement reward and cultivation system, the condensing and promotion of scientific and technological achievements, the
scientific and technological achievement reward and evaluation mechanism, the management and publicity methods of scientific
and technological achievements, and the improvement of scientific and technological achievements transformation capacity.
In view of the main problems such as the low level of overall science and technology, insufficient integration of scientific
and technological achievements, lack of ability to extract results, and management processes that need to be standardized,
countermeasures and suggestions are proposed in terms of stimulating innovation vitality, deepening scientific and technological
cooperation, improving evaluation indicators and standardizing management processes. |
